ICT and University Management: Challenges and Possibilities in the Role of Managers at Public Higher Education Institutions

This research project, entitled "ICT AND UNIVERSITY MANAGEMENT: CHALLENGES AND POSSIBILITIES FOR ADMINISTRATORS IN PUBLIC HIGHER EDUCATION INSTITUTIONS," aims to analyze aspects of managerial roles, considering the significance of technology use in education and its impact on management practices within public HEIs. The theoretical contribution will delve into the following topics: a synthesis of current university educational legislation; an overview of the evolution of Public Management, with a critical perspective on Competency-Based Management; and the integration of Information and Communication Technologies (ICTs) into public HEIs. The study employs a qualitative, exploratory research method, involving a bibliographic survey and field research. Data will be collected at the Federal University of Rio Grande do Sul (UFRGS). Participants will include managers, faculty, and administrative staff who have current or previous team management experience in public HEIs and are currently serving in the University's Senior Administration or the Institute of Biosciences. The collected data will then be examined using basic content analysis techniques. This analysis will be grounded in the literature review, official documents, and the data gathered from questionnaires and interviews with the participants. Through these procedures, the study will identify and comprehend managers' perceptions of the relevance of ICTs in today's educational landscape. The ultimate goal is to develop an educational product that fosters meaningful learning outcomes, ensuring that technology is not treated as a mere artifact.
