SUMMARY:

Civil construction is one of the main sources of solid waste and, consequently, environmental impact. Awareness of the correct disposal of materials and the adoption of sustainable practices are necessary as a way to minimize pollution while preserving the environment. In this sense, reverse logistics, whose initial stage involves the selective collection of materials discarded after use, through reuse through recycling, presents itself as a strategy for economic and environmental sustainability. This is because, by recovering inputs after use, it avoids waste and reduces the need to exploit nature, favoring a more environmentally responsible system. Despite the environmental contribution, the recycling sector, especially that of civil construction waste, faces obstacles, both in relation to the integration between the actors in the production chain, and to the receipt of tax benefits provided for in the legislation. In view of this problem, the objective of this study is to analyze the organization of the gypsum recycling production chain in Rio Grande do Sul, from the perspective of the predominant tax burden in each of its links. To do so, it is necessary to analyze the intrarelationship between the actors and the level of maturity for technology transfer, the tax impact on the activity of each one, in addition to the identification of the difficulties for the connection between them. The methodology addresses a case study, evaluating the recycling chain of gypsum in Rio Grande do Sul. Semi-structured interviews with actors in the chain, accountant, information technology agent and tax lawyer complement the documentary, normative and bibliographic surveys carried out in the exploratory phase. Based on the results of this study, it is estimated that a technical report will be developed with strategies for connecting the chain and obtaining economic and fiscal incentives for each identified actor. In addition to an online platform that interconnects all actors, in order to optimize logistics and the collection of discarded plaster. Among the expected results, it is envisaged that the transfer of technology will be possible, not only to the gypsum recycling sector, but also, due to the similarity, to other production chains of civil construction.
