PROPOSAL FOR AN INNOVATION POLICY FOR THE CENTER FOR ADVANCED ELECTRONIC TECHNOLOGY – CEITEC S.A.

The semiconductor sector is considered strategic for the economic and technological development of countries, given its relevance to Industry 4.0 and the advancement of technologies such as artificial intelligence, the Internet of Things, and autonomous vehicles. In Brazil, strengthening this sector depends directly on the formulation and implementation of public science, technology, and innovation (ST&I) policies that encourage research, development, and technology transfer. Innovation management, in this context, plays a central role in promoting productive efficiency, financial sustainability, and coordination among the various actors of the National Innovation System. CEITEC S.A., the only semiconductor factory in Latin America, is a public company and a Scientific, Technological, and Innovation Institution (ICT), whose recent restructuring highlighted the need for a specific innovation policy aligned with the Legal Framework for ST&I and its strategic objectives. In this context, the present study aims to propose an Innovation Policy for CEITEC, with specific objectives to map ST&I public policies applicable to CEITEC, assess its normative and institutional structure related to innovation, and analyze public ICT policies, identifying adaptable guidelines and best practices. The adopted methodology is based on a qualitative, exploratory case study, involving bibliographic and documental research, regulatory analysis, and semi-structured interviews with company managers. The results will support the development of a proposed Innovation Policy as the final technological product of the study. It is expected that the proposed policy will contribute to the efficiency of innovation management at CEITEC, supporting the fulfillment of its institutional mission and vision.
