SUMMARY:

The Innovation Ecosystem is a constantly evolving and improving environment. Numerous public and private initiatives aim to promote more innovative and connected cities, and certain tools become essential to achieving these objectives. Within this context, Living Labs stand out as innovation tools that provide a range of benefits to all actors involved, from their conception, planning, and regulation to their implementation and execution. Several factors contribute to a Living Lab driving the socioeconomic development of a city, particularly due to its capacity to reduce bureaucracy and foster public-private partnerships. The general objective of this study is to analyze how the public sector implements and manages a Living Lab in a way that reduces bureaucratic barriers while ensuring legal security for the socioeconomic and innovative development of a city. The city of Porto Alegre, RS, will serve as the reference case, as it was a pioneer in institutional organization, enabling the simplification of scientific research applications for innovation, as exemplified by Decree 19.701/17, which regulates the use of tools such as Proof of Concept (PoC). To achieve the expected results, an exploratory data collection phase will be conducted through field research, primarily at the city's Living Lab, the Living Lab Poa, along with interviews, bibliographic analysis, and document review. This research will explore the influence of concepts such as Living Lab, the Quadruple Helix, and Economic Theories. Subsequently, a regulatory review will be carried out on key public innovation policies, including the Innovation Legal Framework and the Startups Legal Framework. As a result of the study, a toolkit will be developed to facilitate knowledge dissemination about existing tools that enable closer collaboration between the public and private sectors, thereby driving innovation in society.
