The literature on innovation ecosystems in educational and research institutions largely focuses on universities and technology parks, while the specific challenges faced by Federal Institutes remain underexplored. In this context, there is a gap in understanding how these institutions—with their distinct characteristics and resources—can adapt global best practices in innovation and establish strategic partnerships with the productive sector and the government. This study aims to create a detailed framework with guidelines, best practices, and proven strategies to support the managers of the Federal Institutes of Rio Grande do Sul (IFRS) in carrying out their inherent activities and navigating the complexities of managing stakeholders within innovation ecosystems. To this end, existing models and successful experiences from both public and private universities will be examined. To achieve this goal, a qualitative approach will be employed, including database searches, descriptive and exploratory research, and the use of questionnaires for interviews with professionals working in innovation ecosystems. The expected outcome of this project is the development of a manual serving as a practical guide, presented through a Descriptive Technical Report capable of fostering innovation, as well as the publication of a scientific article that contributes to the generation of intellectual property within the IFRS.
