THE SUPERVISION OF ADMINISTRATIVE CONTRACTS IN THE DEMOCRATIC MANAGEMENT OF PROFESSIONAL AND TECHNOLOGICAL EDUCATION IN THE CONTEXT OF THE FEDERAL INSTITUTE OF RIO GRANDE DO SUL

This research project will be developed as part of the Professional Master's Degree in Professional and Technological Education, which is part of the Graduate Program in Professional and Technological Education (ProfEPT) at the Federal Institute of Education, Science and Technology of Rio Grande do Sul (IFRS). It is linked to the research line Organization and Memories of Pedagogical Spaces in Professional and Technological Education (EPT) and belongs to the Macroproject Organization of pedagogical spaces in EPT. Its theoretical orientation is based on a conception of the omnilateral nature of education, considering integral human formation and democratic management as principles to motivate the participation of subjects in the collectivity that makes up the Federal Institute of Education, Science and Technology of Rio Grande do Sul (IFRS), especially the participation of civil servants in the management and supervision of administrative contracts signed by the IFRS. With this in mind, the aim is to analyze the process of managing and overseeing administrative contracts at the IFRS, demonstrating the forms and procedures that can be adopted in the light of the principles of democratic management of education, which is manifested in educational institutions of professional and technological education. This is a descriptive type of research, with an exploratory dimension, which will be developed following a qualitative approach, accompanied by quantitative treatment. To this end, document analysis, bibliographic and field research will be used, in which the Directors of Administration and Planning and the Coordinators of Administrative Contracts of the 17 IFRS Campuses and the Rectory will participate, totaling 36 subjects. Also involved will be the 8 Internal Auditors from the IFRS Internal Audit Units, taking into account the non-participation of the ninth auditor on the team, who is the Researcher, and 20% of the civil servants from each Campus who have carried out contract inspections in the last three years. In addition, those responsible for Administrative Contracts at the IFRS Dean of Administration and Planning will be involved. To this end, a questionnaire with open and closed questions will be applied to the subjects involved in the investigation, using a form produced using the google forms tool. The aim of this research is to find out about actions that encourage and guide the participation of IFRS civil servants in the management and supervision of administrative contracts, collaborating with the movement that is part of the democratic management of EFA, with a view to comprehensive human development. Furthermore, this project will contribute to the academic training of the researcher, as it will provide support for the production of the dissertation and educational product that is part of the Professional Master's Degree in Professional and Technological Education that she is attending, as well as stimulating and facilitating the participation of IFRS employees who are working in the management and inspection of administrative contracts.
